SMHC’s Core Resources for Local Action
When you click on the “Resources” link on this site, you will find three of SMHC’s core resources that define what this project is all about.
The first resource is SMHC’s Action Plan. This lays out what we plan to accomplish and how we plan to do it. You will find in that plan more information about our Task Force, Annual Conference, National Network, Case Study Project, and this participatory Web site. These activities will define, document, explain, mobilize and promote the ideas that are central to SMHC.
The second resource is Strategic Management of Human Capital in Education, by Allan Odden and Jim Kelly. This paper summarizes years of research on talent management in education. We outline how we arrived at this place–to launch SMHC–and the ideas we will promote nationally as we move forward. The paper highlights why SMHC is a vital lever for raising student achievement.
The third resource is by Edward Lawler, the director of the Center for Effective Organizations at the University of Southern California, and is titled Strategic Talent Management: Lessons from the Corporate World. A large part of the work of SMHC is borrowed from the business world. We know a lot about what it takes to recruit, develop, reward and retain talent in schools because of years of research on corporate practices. The SMHC effort will join the business and education communities to help them learn from each other. In addition to drawing on the expertise of Edward Lawler, SMHC’s Task Force Vice-Chair Sir Michael Barber is a partner at McKinsey and Company, and groups such as his are constantly helping redefine effective human resource management.

Our SMHC Task Force is composed of about 30 educational leaders from local, state and national levels. Each of them is committed to advancing the core ideas and goals of the SMHC project, as set forth in the paper Allan Odden and I co-authored, “What is SMHC”. In addition, we are sponsoring a national conference this November, bringing teams from a number of large school districts. Information about all aspects of the project are available on this website.
